Lovely was born and raised in the Philippines, where she earned a Bachelor of Arts in Mass Communication and pursued a Juris Doctor degree, reaching her third year of law school before making a life-changing decision to move to Canada with her family. She is married to her supportive husband, Mark, and together they are raising two active and talented children, Mikeilah and McKale, who participate in a wide range of activities. 

After travelling the world, she found a new home in Saskatchewan, where her career in municipal administration began in 2014 as an Administrative Assistant for the Town of Wadena.

In 2020, she completed the Local Government Administration Certificate program at the University of Regina and obtained her Standard Certificate that same year. She was promoted to Manager of Finance (Deputy CAO) in January 2021. In May 2021, she transitioned to the role of Assistant Administrator for the Town of Wynyard, where she also became deeply involved in community service. She served as President of the Wynyard and Area Filipino Association (2021–2023), Emergency Measures Coordinator for the Town of Wynyard, Treasurer of St. Mary’s Roman Catholic Church, and an active member and former Treasurer of the Kinette Club of Wynyard.

In August 2024, Lovely Jane was appointed as the Chief Administrative Officer (CAO) for the Town of Tisdale—a role that marked the family’s fourth move and led them to what they now consider their forever home. As the CAO, she fosters a culture of inclusivity, transparency, and accountability within the organization. She is committed to creating a safe, respectful, and supportive work environment where staff feel valued, empowered, and motivated to perform at their best. Under her leadership, the municipal team prioritizes professionalism, integrity, and collaboration, ensuring that internal operations align with the Town’s strategic goals.

She also champions excellence in customer service, recognizing the importance of timely, respectful, and solution-oriented communication with residents, businesses, and stakeholders. Her approach emphasizes responsiveness and community engagement, helping to build trust and strengthen relationships between the Town and the people it serves.

In addition, she plays a key role in supporting Council by providing objective, well-researched information and sound administrative advice to facilitate evidence-based decision-making. She ensures that Council has access to accurate data, legislative context, and best practices, enabling them to make informed decisions that reflect the needs and priorities of the community. 

Professionally, she holds certification in Asset Management Planning and is currently working toward her Advanced Level 1 Certificate. With a background in government service in the Philippines, public service has always been her passion. She is also the Executive Assistant for the Urban Municipal Administrators Association of Saskatchewan (UMAAS), and she finds the work both challenging and fulfilling. She is honoured to support Administrators across the province and is dedicated to preserving the organization’s best practices while introducing meaningful improvements that benefit its members.
